The Government of Belize continues advancing the development of its Plan Belize Medium-Term Development Strategy (MTDS) 2026–2030, under the theme “We are on track, Vamos Bien.” These advancements resulted from a high-level meeting chaired by Dr. Hon. Osmond Martinez, the Minister of State in the Ministry of Economic Transformation, and attended by Hon. Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Education, Culture, Science, and Technology; Hon. Orlando Habet, Minister of Sustainable Development, Climate Change and Solid Waste Management; Hon. Thea Garcia-Ramirez, Minister of Human Development, Family Support, and Gender Affairs; Mr. Carlos Pol, Chief Executive Officer in the Ministry of Economic Transformation; and Ms. Zita Magaña, Deputy Financial Secretary, on behalf of the Financial Secretary, Mr. Joseph Waight.
The discussion focused on integrating lessons learned from the previous MTDS 2022–2026, promoting inclusive growth, and aligning the new strategy with national priorities and international development goals.
The new MTDS will be structured around six fundamental rights, including:
- Access to quality education and skills development
- Access to quality healthcare
- Being healthy and productive
- Access to employment
- Access to a piece of land
- Access to decent housing
The process includes broad stakeholder consultations with government actors and non-state actors. Cabinet has endorsed the process, guided by a Ministerial Steering Committee chaired by Dr. Hon. Osmond Martinez and supported by a Technical Working Group chaired by Mr. Carlos Pol and led by Dr. Marcelino Avila, Senior Advisor to the Prime Minister.
In addition, consultations with CEOs and technical teams, and subsequently with non-state stakeholders, are expected to continue in February, followed by drafting in February and March. The final MTDS is scheduled for completion and launch by April 2026.
