Senate of Belize Passes Resolution Approving the Belize–El Salvador Partial Scope Agreement

Belmopan, November 2, 2026.

The Ministry of Foreign Affairs and Foreign Trade welcomes the passage of the Resolution approving the Belize–El Salvador Partial Scope Agreement (PSA) by the Senate of Belize on October 29, 2026, following its earlier ratification by the Legislative Assembly of the Republic of El Salvador. The Agreement will provide preferential market access for Belizean goods, including grains, meats, citrus products, seafood, juices, and honey, while Belize will extend tariff preferences to selected Salvadoran goods, including pharmaceuticals, textiles, packaging materials, machinery, and construction materials. This milestone represents an important advancement in bilateral trade relations and the expansion of commercial opportunities for both countries.

The Ministry extends its sincere appreciation to the members of Belize’s Trade Negotiating Team, as well as the various government ministries, departments, agencies, and stakeholders whose dedication, technical expertise, and contributions were instrumental in advancing the Agreement through the negotiation and parliamentary approval processes. Their collective efforts reflect Belize’s continued commitment to strengthening its economic partnerships, diversifying export markets, and creating greater opportunities for Belizean producers and businesses through negotiated trade arrangements.

Following parliamentary approval, the next step involves the formal exchange of written notifications between both Governments confirming the completion of their respective internal legal requirements. In accordance with the Agreement, it will enter into force thirty (30) calendar days following this exchange, unless otherwise agreed by the Parties. Belize will also undertake any necessary domestic legislative and administrative measures to facilitate implementation, including the application of the agreed tariff preferences. The Ministry will formally inform the public of the effective date of the new preferential tariff rates once the necessary arrangements have been finalized.
