The Office of the Prime Minister and other Government of Belize officials met with counterparts from the Mexican state of Quintana Roo at the Corozal Free Zone conference room on November 12, 2025. The meeting included technical discussions on ways to increase the exchange of information and best practices in several key areas, including gender-based violence interventions, beach erosion initiatives in the Chetumal Bay, coordination of initiatives and projects, the introduction in Belize of a border pass for residents in the five Southern Mexican States, and joint policy development to increase and coordinate investment.
It was also agreed to review, update, and enhance the Memorandum of Understanding between the Ministry of Investment of Belize and the Secretaría de Desarrollo Económico de Quintana Roo, as well as the Memorandum of Understanding between the Corozal Free Zone and the Recinto Fiscalizado Estrategico de Chetumal, Quintana Roo.
Representatives from Quintana Roo highlighted the cost-effectiveness of utilizing Belize’s ports for importing and exporting goods to satisfy demand in southern Quintana Roo. They also engaged in targeted discussions focused on leveraging Belize’s geographical position and existing trade agreements to access CARICOM and regional markets through collaboration in coordinated investment promotion and production initiatives in both Belize and Southern Quintana Roo.
Representatives from the Mexican delegation included Mtro. Carlos Imanol Belausteguigoitia Reyes, Director General, Secretaría de Relaciones Exteriores; Ing. Artemio Santos Santos, Coordinador General de Asesores del Despacho de la Gobernadora de Quintana Roo; Ing. Antonio Benítez Domínguez, Subsecretario de Desarrollo Económico de Quintana Roo; Lic. Josefina Lombard Sanchez, Direccion General, Consejo Mexicano de Comercio Exterior para el Sur-Sureste; and other senior officials.
Representatives from the Belizean delegation included Hon. Thea Ramirez, Minister of Human Development, Family Support and Gender Affairs; Narda Garcia, Chief Executive Officer, Office of the Prime Minister, Investment and Civil Aviation; Tanya Santos, Chief Executive Officer, Ministry of Immigration; Ambassador Oscar Arnold, Embassy of Belize in Mexico; Neri Ramirez, Chief Executive Officer, Corozal Free Zone; Ishmael Quiroz, Executive Director, BELTRAIDE; Lincoln Blake, Director, Investment Policy and Compliance Unit, Ministry of Investment; Dayna Blades, Director, Nationality and Passport, Ministry of Immigration; Lawrence Thompson, Director, Border Management & Immigration Services, Ministry of Immigration; and other senior government officials.
