The Office of the Prime Minister and the Ministry of Investment, through the Investment Policy and Compliance Unit (IPCU), in collaboration with the United Nations Industrial Development Organization (UNIDO), completed the “Financial Analysis of Investment Project Scenarios with the application of COMFAR” training on October 2, 2026.
The objective of the Financial Analysis training is to equip the Ministry of Investment with tools and methodologies for project appraisal and feasibility analysis to validate and support local and foreign investments.
COMFAR is a software tool that complements investment assessment efforts and offers feasibility analysis for industrial and non-industrial projects in the short and long term.
The initiative is funded by UNIDO through the project “The Belize Industrial Strategy with Green and Blue Industrial Policies” to assist Belize’s economic development. As part of the wider project, UNIDO has identified six priority value chains that are expected to serve as clusters of growth in the medium term:
- Blue Economy:
- Fisheries and Aquaculture Value Addition Cluster
- Seaweed Farming and Processing, including Sargassum
- Boatbuilding
- Green Economy:
- Industrial Bioeconomy
- Cacao Value Chain and Chocolate Manufacturing
- Coconut Value Chain
COMFAR will be used to analyse these clusters as well as other economic activities to create policies for their future growth.
The ten participants in the training were technical officers from the Economic Development Council (EDC), the Public Private Partnership (PPP) Unit, BELTRAIDE, and the Investment Policy and Compliance Unit (IPCU). Present at the closing ceremony were Mr. Lincoln Blake, Director of the Investment Policy and Compliance Unit, and Mr. Robert Novak, UNIDO COMFAR Coordinator.
