A delegation from the Government of Belize undertook a three-day Knowledge Exchange visit to the Cooperative Republic of Guyana from September 8 to 10, 2026, to strengthen knowledge and capacity in public-sector management, digital transformation, procurement, and project cycle management.
The Knowledge Exchange was coordinated by the High Commission of Belize in Guyana and provided Belizean officials an opportunity to engage with their Guyanese counterparts, examine institutional practices, and learn from digital tools and systems that support the Government of Guyana in service delivery, project implementation, and oversight.
The delegation comprised representatives from the Ministry of Finance, Investment, Economic Transformation, Civil Aviation, and E-Governance, including Mr. Carlos Pol, Chief Executive Officer, Economic Transformation; Mr. Jose Urbina, Chief Executive Officer, E-Governance; Mrs. Raquel Guerra, Director of Projects, Ministry of Finance; Ms. Karlene McSweaney, Acting Director, Climate Finance Unit (European Union and Other Grants); and Ms. Fayne Nicasio, Senior Economist, Policy and Planning Unit, both from the Ministry of Economic Transformation. Discussions focused on practical experiences, institutional arrangements, lessons learned, and approaches that may be adapted to the Belizean context.
Priority areas included project monitoring and oversight, project cycle management, public procurement and e-Procurement, digital identification (E-ID), and digitalisation through the National Digital Management Authority. During the visit, discussions covered Guyana’s project monitoring and oversight systems, including digital platforms used to track Government projects. The delegation also examined the operations and tools used for public sector investment programme planning, management and monitoring, as well as the legislative framework and institutional arrangements for procurement, procurement reforms, and the country’s e-Procurement system.
The delegation also learned from Guyana’s experience with E-ID and digital Government services, including the legislative and institutional framework supporting digital transformation. The team gained further knowledge in this area through presentations on the systems and innovations developed to enhance service delivery in health, public safety and law enforcement, and agriculture.
CEO Pol noted that the Knowledge Exchange was an important opportunity for Belize to learn from Guyana’s experience and identify practical approaches that can support Belize’s development priorities. “Knowledge sharing among countries in the region allows us to learn from practical experiences, including both successes and challenges. This exchange will help Belize identify approaches that can strengthen project management, procurement, digital transformation, and overall public-sector effectiveness.”
CEO Urbina emphasized the importance of digital innovation in transforming how Government delivers services and engages with citizens. “Digital transformation is no longer simply about introducing technology; it is about rethinking how Government operates and how citizens access public services. Guyana’s experience provides valuable lessons on using digital platforms, data, and innovation to create more connected, efficient, and citizen-centered Government services. We look forward to identifying solutions that can be adapted to Belize’s own digital transformation agenda.”
The visit is expected to further strengthen collaboration through opportunities for continued technical cooperation and knowledge sharing in areas of mutual interest. Areas already identified include technical support in assessing Belize’s digitalisation efforts and providing recommendations for improving access to capacity-building programmes for healthcare workers, and further engagement on PSIP management and oversight and e-procurement.
